The blaring, grinding noise jolted the American diplomat from his bed in a Havana hotel. He moved just a few feet, and there was silence. He climbed back into bed. Inexplicably, the agonizing sound hit him again. It was as if he’d walked through some invisible wall cutting straight through his room.
    ...
New details learned by the Associated Press indicate at least some of the incidents were confined to specific rooms or even parts of rooms with laser-like specificity, baffling US officials who say the facts and the physics don’t add up.
    ...
Some felt vibrations, and heard sounds – loud ringing or a high-pitch chirping similar to crickets or cicadas. Others heard the grinding noise. Some victims awoke with ringing in their ears and fumbled for their alarm clocks, only to discover the ringing stopped when they moved away from their beds.
    ...
“Brain damage and concussions, it’s not possible,” said Joseph Pompei, a former MIT researcher and psychoacoustics expert. “Somebody would have to submerge their head into a pool lined with very powerful ultrasound transducers.”

Things that should not be possible happened to Serious People, it has been documented, investigated and reported.

So, after the show ends, and the segment using the actual tones begins, I immediately felt all wrong. I made it about 4 seconds, and had to shut it off. I feel different now, and I can't seem to shake this feeling of fear. That might seem dramatic, but I'm not really one for dramatics. Wow, crazy. So seriously...warning to anybody listening to that portion of the video. I'm really curious about what the other tones are, but I don't think I can go back.

“Sonic Weapon Attacks” on U.S. Embassy Don’t Add Up—for Anyone
Cuban scientists and a new American report both shoot down a list of bizarre theories

Sen. Marco Rubio (R–Fla.), who chaired a January 9 U.S. Senate Foreign Relations Subcommittee hearing on the attacks, described the supposed sonic weapon as “very sophisticated technology that does not exist in the U.S. or anywhere else in the world.” Without knowing more about the causes of the incidents, Todd Brown, now–acting assistant director for international programs at the State Department’s Bureau of Diplomatic Security, testified he could not assure the safety of diplomats coming to Cuba.

When, according to the article, only one person in the room could hear it while the others could not, screams microwave. Just as the radar operators walking in front of the dish could hear the pulse while others could not in WW2. You can also focus microwaves very well, after all at this freq the time-varying currents behave like a wave instead of particles, as do the EM fields that are generated. This is why for microwave comms they have wave guide instead of wires and the "antenna" is a horn (check out "Fresnel zone"). Hell, they even have masers, which are microwave lasers and if my memory serves me correctly were created before visible light lasers. The only thing left to discover: was it our own forces performing a false flag to up the tension, or was the Russians, Chinese or some other power player giving a demo of a new toy to get our attention. I suspect it is the latter, since they are not making too big of waves (no pun intended) in the media about it. I would also expect Rubio "wouldn't know anything" about tech like this, wink wink nod nod.

Now evidently there are recordings of the sounds that have been analyzed, which goes against the microwave hypothesis and pushes things back into the sonic-source camp again. That is, unless the microwaves may have interfered with the recording equipment as well. All this conflicting info makes a conclusion difficult.

I remain skeptical of the ultrasonic sounds. Reading the paper, even the researches essentially say they are going out on a limb. What was peculiar though, was the lack of technicality their paper had on their research. They say they found suspicious modulations in the recording they pulled from Youtube? They mention they used Fourier Analysis(FA) on the recording? They didn't say which though. There are a few different types of FA, and since I'm sure it was digitally recorded the most appropriate to use would be either Discrete-Time FA or some variety of Fast-Fourier Transform. One would also need to take a look at the sample rates of the original, how Youtube samples it for the video, and how they are sampling it to take it off Youtube. Samples of samples of samples are bound to lose some info if care is not taken. All that can be a source of those modulations. I can't remember if it was one of the previous posts or somewhere else, but didn't they dismiss that freq "centered around 7kHz" as crickets chirping? There are a few species that chirp around that freq (http://entnemdept.ifas.ufl.edu/walker/buzz/a00samples.htm). To another point, if there were devices producing ultrasonic sounds in the room and something was wrong or a new one was added that may cause constructive and/or destructive interference I figure they would have found that out quick. And last but not least, I would imagine (but don't know for sure, I haven't seen the building plans) that it is a secure facility. Being such, I don't think they would be having a lot of windows open, doors open, etc to allow sound, which is a mechanical wave, to enter the building. And then only some heard it while in the same room? And some even had peculiarities show up on their MRI?
Hopefully my ramblings make sense. I have the flu right now and have a thobbing headache, so putting coherent ideas together is a struggle. I have snatched the recording from Youtube myself and maybe this spring break I will run it through a FFA or DTFA to see whats hiding in it and I'll post it here. Good looking out Shamangineer, always good conversation!

I think this about sums things up so far:
“Leaks of intentionally misleading and false information by US government officials have distorted the truth and made it harder to get to the bottom of the mystery,” points out Collin Laverty, who runs Cuba Educational Travel (CET) and tracks the impact of Trump’s policies on tourism and the tourist sector in Cuba. The administration, he suggests, is “hiding many of the facts.”

It sounds like it actually creates sound in a small area rather than being psychotronic. I wouldn't really classify the microwaves as psychotronic either, more like nerve stimulation - but I haven't read too deeply into it.
